@TobyZhang0 Check Compatibility, ensure version of DataSpell is compatible with Github Copilot.
Update Plugin, make sure both Github Copilot and Data Spell plugin are updated to their latest version,

Last option is Reinstall plugin. Try unistalling and then reinstalling Github Copilot plugin. This can help reset configuration.

Review log, check IDE logs for error message related to Gihtub Copilot.

This will solve your problem, if the problem still persist please contact Github Support.

Unfortunately reinstall did not solve the problem. All versions are latest.

are you on the nightly version? it started happening to me on that version. switch back the channel to stable, uninstall copilot and then reinstall it. that fixed it for me

P.S. Actually I didn't have a chance to try the plugin because it never worked for me.
But until todays IDE and plugin updates the issue was about unable to login.
When "Preferred GitHub account" setting is selected correctly.
"Model for completions" dropdown is still empty.

Found another plugin menu in PyCharm bottom status bar,
clicked on "login to Github",
it started device activation with 8chars code and successfully logged in and now chat works!

The subject issue is still there.
The main top menu Tools->Github Copilot still shows "Login to Github" when the bottom one shows "Logout from Github"
in Settings: Preferred Github Account is still empty.
in Settings: Model for completions now shows the one "GPT-3.5 Turbo" model (chat works on GPT-4o)
