Use/configure default ansible settings like DEFAULT_MANAGED_STR

I searched hopefully all possible places for this question. Please link me if I forgot the one place.

How can I configure/use default ansible settings like DEFAULT_MANAGED_STR without an environment variable possibility?

Thanks for this question. I was not detailed enough.
My setup SemaphoreUI/semaphore is running via container and our runner are running via RPM package.
Do I have to configure this on the server or runner component? My favourite way would be to configure this in server component. Is this possible?
At current moment we do not know, if we use the runner via RPM package or use runner container, so the solution should fit with all variants.
